Description:

If users are reporting an "insufficient privileges" error when accessing any items under Personal Setup in Lightning:

It is because "enable improved setup user interface" is not enabled under "user interface"

Resolution:

To enable "enable improved setup user interface", search for "user interface" in the quick find the search box and select this option:
