picklist field that will display all of a user's submitted cases based on user id

I need to create a picklist field that will display all of a user's submitted cases so they can choose it if the inquiry they are writing us about is regarding one of those cases. Is there a formula that can pull different picklist values based on user id?

Hi Michelle,

As of now, no formula field will solve your problem. 
This can be achieved via Apex.
