I have an issue which is related to single sign on, only one user not able to login in through sso. i have enable in profile also , Can we recreate same user

Since you mentioned SSO setup, It means your configuration is based on Federation ID which is available on the User Record. If you remove the value from that field. SSO will not work for that user.
Setup => Administer => Manager User => Users
