Update: The package installation issue has been fixed.

This is a known issue, an internal bug has been raised for this issue. The packages install just fine in an Enterprise edition org but cause problems in Dev Edition orgs. I will keep you posted once it gets fixed.
ISSUE:
Apex specialist Unmanaged package link is not working. When trying to install the package, it opens a new tab and loads for more than 5 minutes and finally says that the managed package doesn't exist or has been deleted.
