How can I create a login for test.salesforce.com?

Hi,
 Can any one point me to how to create a login for https://test.salesforce.com/ - the sandbox for SF.
I thought that we use developer account credentials. But I could not login using my dev a/c.
So can anyone help me out on that.

The sandbox is only available for an additional fee from salesforce.com unless you are using Unlimited Edition.  If you're a developer and need some place to test some code you should simply create another developer edition org.
