Query Workflow Rules to Find Users

Is there a way to query workflow rules for information?  Specifically, I want to see what recipiants are being sent emails for workflow rules.  If not, is there any 3rd party tools that can help?

You can check the email log in the system to all the emails sent from Sfdc. But will have to struggle a bit to find which ones were sent from workflow. If you use a specific email as from address that will ease the filter process.
