Validation Rule Deactivation

Hi, I needed an intel on if I could send an email notification anytime a particular validation rule is turned off? Any suggestion is helpful.

This is not possible. You can check the audit logs ...for details like who deactivated the rule, when etc.. but you cant sent a email on its deactivation

This is not possible to trigger any process on activating or deactivating Validation
Rule. SO this is not possible.
