getting Organization Administration Locked message.

Need HELP !!!!!!
I'm getting following message while saving or updating any class or VF page "Organization Administration Locked".
Please provide me guidance .Its urgent.

Hi,

 

Its is beacuse ur running all the test classes with UI.

And the same time you might running some classes in eclipse then u will get this type of error.
