Freeze button on User Detail page.

Can some one tell me, what is the utility of the 'Freeze' button in the User Detail Page?

Let’s say it’s Friday afternoon- and you are all set to cut out a little early and go have some beers, or get a headstart on the weekend. Then the boss calls- looks like they decided to release a high-level employee and “they need to be deactivated from Salesforce immediately”. Guh. That’s the moment you find out they are tied to a million assignment rules, Approval processes, and default owner of leads and cases. So there goes your Friday- and of course no one is around to give you answers on a reassignment. With Winter 14 your weekend is saved! Now you can freeze the user and still hit beer-thirty in time for the game. “To prevent users from logging into your organization while you perform the steps to deactivate them, you can freeze user accounts.” Speaking of beers, I owe the owner of this feature a drink or two.

You can temporarily suspend a user account that requires more work to deactivate.

 

In some cases, you can’t immediately deactivate an account (such as when a user is selected in a custom hierarchy field). To
prevent users from logging into your organization while you perform the steps to deactivate them, you can freeze user accounts.
For example, let’s say a user,Joy, just left your company and you want to deactivate her account. However, she’s
selected in a custom hierarchy field, so you’ll need to perform some more steps to remove her from the field. Since you can’t
immediately deactivate her account, you can freeze it in the meantime.

Note: Freezing user accounts doesn’t make their user licenses available for use in your organization. You must
deactivate user accounts to make their user licenses available.

Does a freezed user count as an active user in the adminsitrative reportings ?
