Error: API_DISABLED_FOR_ORG: API is not enabled for this Organization or Partner

I tested the example script: example/login.php and I got this error? has anyone seen this problem before?

This is the info under subscription summary:
Professional Edition User Licenses: 1
Offline Edition User Licenses: 0
Marketing User Licenses: 0

Is this an enterprise edition account? I am developing the web site for one of our clients, and the client is the owner of the account, how can we switch from professional version to enterprise version?

your client will have to contact their sales representative to upgrade to an enterprise user.
