I had this issue as well, you've got to be really carefull and follow every step of the instructions (7&9 were key in my case)

Here are my notes: http://foda.typepad.com/upside/2007/02/first_trigger.html

Good luck
Gareth.

Is vista required for Apex Eclipse Toolkit (8.0.2002)?

No Apex Eclipse Toolkit (8.0.2002) works fine on XP. In fact Vista is not fully support by salesforce.com as of now.
