Hii reddy,

 You can create criteria-based sharing rules for accounts, opportunities, cases, contacts, leads, campaigns, and custom objects.
 You can create up to 50 criteria-based sharing rules per object.

Can I create for user

You cannot create Sharing rules for User object. You are not going to share a User with other users. You have to be a user to log on to SF.

only six  standard objects that i mentioend above can be used with criteria bases sharing rule so no any other objects can have criteria based sharing.
