I need a validation rule , that keep my Grant field value to open until full impact is relaised. Can anyone share me the validation rule for this criteria.

We need more information about your data structure as well as what fields you need.  This validation rule should be something like
  
AND(Status != "Open", NOT(FullImpactRealized__c))
