You are talking about two things here: Roles and Profiles.
Roles provide access to data, Ex: If you can see an account, your manager can see it too, as his role is defined on top of yours. Profiles provide permissions on metadata, Ex: the ability to create/ view/ delete Accounts.
To create Role:
From Setup, use the Quick Find box to find Roles.
Click Setup roles button
Expand All : What you get is the company's structure
