When the trigger is Active, it should not be fired when we are uploading the data?

If the trigger is active it then it will fire when we are uploading  the data. If we don't want the trigger should fire then you have to make it inactive in sandbox and needs to redeploy it in production then it will not work. Hope  my answer will help you.

You can create a custom checkbox field the default value should be set to true. So you can now update your trigger that it should only fire when this new checkbox field is checked.

So while importing data, you can add another column in CSV file for this new checkbox field and set this field value to FALSE.

Now when you will import data the trigger wont fire. Hope this make sense and will work as expected.
