I am unable to login to my dev org even when I disabled the TLS 1.0.This problem seems to be only with my laptop because when i try to login from other laptop ,i am able to login on the same internet connection.What should i do?

Its not about the browser version...Its more about the browser settings that should allow TLS settings of 1.1 or higher to login as per salesforce recent updates to its security policies.
