using one license for multiple people

Is it possible to have several users share 1 Salesforce License?  I have some users that are on the same team (not same Locaton) that will only need to login periodically so would like them to share 1 license.  I tried to do this but it became a problem when logging on from different locations.

You can not use 1 Salesforce license of multiple users. You can have only 1 active user against 1 user license. You can deactivate a user ant activate another user with same user license. But you can activate only one user with 1 licese at a time.

This is not possible if all Users are active. Every user will need to have a license mapped and need to be active to be able to login. If only there is a limitation on licenses and that you need Users to login only periodically, you will need to release the license. And the only way to do that will be to have the User inactivated and activate the User to which the access needs to be provided.
