I just create new DE org from https://developer.salesforce.com/promotions/orgs/analytics-de
But, do not see the option to create "Event Monitoring Analytics App"

Make sure that you have connected to same org from "Launch" which you have signed up using the option "Login with Salesforce" and in Lightning mode In Setup, enter Event in the Quick Find box, then select Event Monitoring Setup.

It has nothing to do with "launch", because I am still in Salesforce (Classic & Analytics Studio)
