Import survey and opportunity data
Install the unmanaged package from the pre-work if you haven’t already. Clean and import Sandita’s data into Salesforce. You might need to modify the Excel data structure to import it correctly.

Sorry for this issue you are encountering.
Please make sure, all your records have mailing state of length 2.
Have you checked State and Country/Territory Picklist in your Org.
Go to Data Management -> State and Country/Territory Picklists.and Make sure it is enabled.
It is global picklist which maintains data integrity.
