I am creating new custom  object as User Community.How to achive If User request is not approved for 4 hours then email should be sent to Manager.

Hi Nethaji,

Create a time based workflow rule, that would trigger 4 hours later if record isn't approved. The following would be the criteria:
1. LastModifiedDate isLessthan 4 hours (better to use another custom field to track this)
2. Record is not approved.
