Quick Action Create Programmatically and Sandbox to Production Deployment

Hi, has anyone successfully created a "quick action" to call a lightning component programatically. Currently we are only able to create them declaratively which is inefficient and difficult to deploy between environments.

If the quick actions can only be created programatically how can they be deployed between environments?
