How to use URLFOR in HTML template for e-mails?

I have an HTML template for e-mails and would like to add an image(logo) in the template in way that to display the logo in every change of the evironment - sandbox to production.

Is there way to use URLFOR in HTML template for e-mails in order to use static resources?

Please advise how it can be achieved?
