Trying to access a lightning component by URL (utilizing the new Lightning:IsURLAddressable feature), but it's telling me "This page isn't available in Salesforce Lightning Experience or mobile app."

This exact same component works fine in sandbox. A similar version of this component (built to be used inline on a record page), is rendering fine if used in a Lightning Record Page. Anyone have any ideas as to what I might be missing?
