Use the Formula as 
IF(Desired_of_Volunteers__c - Shifts_Taken__c > 0, Desired_of_Volunteers__c - Shifts_Taken__c, 0)

Make sure that Shifts Taken is configured properly.

In formula field just change decimal place 2 to 0. It will work
