What is the permission to grant the Freeze Button to a custom profile?

Is there standard functionality which allows me to grant a custom profile (e.g. System Admin (limited) ) which allows someone of my choosing to freeze users at will? I can do it with my standard System Admin profile but don't see a way to give it to a custom profile.

There is no "Manage Users" permission on the profile. Is there a flag to make that available? I'm looking right at the standard profile for System Administrator and I see it. But when I look at my custom profile, its not there.

Hi Raj,

I tried out the Permission Set. I didn't dedicate it to a specific license to see what it would do. I gave the "Manage Users" permission to the Permission Set. When I tried assigning the permission set to a Salesforce Platform license user, I got an error saying that the license does not allow for the permission "View All Users" which is needed for the "Manage users" to work. 

Turns out Platform Users can't receive this privilege. Go figure.
