In Lightning Move the Send an Email button to top of Cases page next to Edit button

I want to move the email "button" (I do not know what it is called) up to the main case details area. I took a picture to show what I am talking about because I do not know what the areas are called that are showing up on the screen.

On the case and work order it will work from the feed if you have feed is enabled .. 

So diable the chatter feed and try to add them ...

Actions are displayed within the feed in case feed layout is on. ( this wil be happen on case and workorder)

So it is called a "case feed layout" and it has to do with Actions? But they only show up if the feed layout is on?
