Need help in creating an email trigger when 2 specifics users try create the same lead or client contact record

We have a duplicate rule set up if users try to create a duplicate lead or client contact record message pops up - but would like to have an apex trigger that

if two specific users;
user id ABC and user id XYZ create a duplicate lead or client contact record then an email will be sent to sneha@bosleyrealestate.com

This makes sense?

Your requirement is needed to create a lead record through email right? or Apex trigger?
