Hi ,

Some times in chatter Chatter bold ,italic buttons are not displaying.

This is browser version issue could need to update your browser version.
To update browse version please follow below screen shots.

1.click on customize and control google chrome
2.click on help
3.click on about google chrome it will update version automatically.
4.After version updated please refresh your page and check once.
