创建用户的时候，为什么没有“Salesforce”用户许可证选项？

当我按照“Force.com Platform Fundamentals"的指导创建Recruiter角色用户Mario Ruiz的时候（”CHAPTER 7 Securing and Sharing Data“-“Try It Out: Create More Users”），为何没有”Salesforce“用户许可证选项？因而也无法选择”Recruiter“profile。导致这个用户根本用不起来，应该如何解决？
之前创建COE Cynthia Capobianco的时候，是有”Salesforce“用户许可证选项的，因此也可以选择到”Standard Employee”profile。不知为何创建其他用户的时候就无法选择”Salesforce“用户许可证选项了。

如果你使用的是免费版，那么‘Salesforce’License只会提供2个，要有更多的License你需要付费版

Liu Wei might be right about the license issue. 

If you are using the free version, only 2 'SalesForce' Licenses will be provided, and you would need to purchase the paid version if you need more Licenses. That could be the reason for that.

I am also using a free version - As a linguistic manager (https://www.actranslation.com/mandarin/mandarin-translator.htm) I am working in the translation industry.
