Create new TH org and implemented the same it will work for you.  issue may be of the old data.

Delete the current filter, add a new filter.  Should work.  I just had the same error when creating a list filter on a dashboard template.  I deleted the one that came on the template and created a new one.  Worked fine.

Same error - deleted the filter and it worked for me.  I think the problem came when I cloned the previous step instead of creating one from scratch (for whatever reason!)
