1. Partners can upload and create Files as you enable Chatter for the Partner. As long as they have Chatter tab and Chatter turned on the Org, they can upload files to Chatter feed on records or in Chatter (Note: Look into the Chatter security for these users)

Files are also automatically added to the Files page by: Attaching a file to a Chatter feed.2. If you're looking to have them CONTRIBUTE document content (i.e. upload pdf, excel etc.) you can create a Library for the Particular Partners and ADD them to the Library as a contributor. This can be made private between the Partner and the internal team (CAM, RSM, Sales, marketing)
