Workflow rules are not triggering on Duplicate Record Set Object

Hi , I have a question on Duplicate Record set. Trying to sent an Email notification using immediate workflow rule on new record create but looks like workflow rules are not triggering when a new Duplicate record set is created. Also tried updating a checkbox using trigger on this object but still workflow is not executing, what am I doing wrong?

I have the same issue on 'Duplicate Record Item' object, seems the workflow on this object will not be fired.
