What are the license types for delegated administrators to be?

I want to add a user to delegated group.
What license types of user can be added to delegated group?

As I have not tried for myself, bu referring the below salesforce document it says 

The Customer Community Plus license offers all the capabilities of the existing Customer Community license with some additional features:
Delegated Administration
Role-Based Sharing
Reports and Dashboards
Content (Read-Only)
Additional Storage: 2MB per member (for member-based licenses), 1MB per monthly login (for login-based licenses)

Hi LinThaw,

I think all users with user License type can be added to delegated group.The profile needs to have View Setup, and Configuration checked.
