You need to obtain a sandbox. Sandboxes are provided when there is a contract signed for Commerce Cloud. Actually the link provided from Nishad is relevant. There is currently no offereing of trial/test sandboxes, they are tied to a contract with a specific customer/partner.

One more note - Commerce Cloud is on different technology stack than rest of Salesforce clouds. So a Commerce Cloud Sandbox is different thing from what you may also refer as a sandbox.
