Hi,
When i am trying to save apex class in developer console the status file is "Saving" all the time.
How fix it ?

May I suggest you please clear all the cookies and give a try by attempting the same which should probably resolve the issue.
Still, if the problem persists please try with a different browser.

May I suggest you please try the same with a brand new developer org and let us know if the issue persists so that we can look into it and do the needful accordingly.
May I also request you please provide the username of the developer org in which you are validating your work so that once I can look into it.
