Is it a requirement for it to be version 3? I downloaded version 4 and was successfully able to load it and use it without any troubles. If version 3 is a requirement, let me know and I will dig into the problem further.
I have gone through the version 3 javascript file and made about 10 changes that were required to get it to work in Salesforce. I have posted a working version here:

i have enclosed the screen sht of the error.

I used the same file but again it throws an error saying d3 is not defined..
