If I understand your requirements, I believe you want to add/include a tab to an app.
This can be done by going to setup. Then, under Create > Apps, you can go into thhe app you wish to add the tab to and click Edit. The fourth section down titled, 'Choose the Tabs', you can add or remove tabs from your app. Click save and you are done.
