Flow isn't reassigning user resulting in infinite loop
Currently trying to complete Implement the Flow with Visualforce.
When I submit the VF/Flow form, the result is

However, I've tried inspecting the Flow elements several time, but everything seems in order.
It may be relevant that when I try submitting to trailhead (just to see how it complains, in cse there are useful hints), I see
So maybe one of my users doesn't have the right license so the records can't be reassigned?
I've made Renee a Salesforce/Standard User
I've made Madison a Salesforce Platform/Standard Platform User (as Standard User does not appear as an option).
Any ideas how I can diagnose and fix this?

However, I've tried inspecting the Flow elements several time, but everything seems in order.
It may be relevant that when I try submitting to trailhead (just to see how it complains, in cse there are useful hints), I see
Challenge Not yet complete... here's what's wrong: Couldn't find two users in your org with a 'Salesforce' license. Check the instructions.
So maybe one of my users doesn't have the right license so the records can't be reassigned?
I've made Renee a Salesforce/Standard User
I've made Madison a Salesforce Platform/Standard Platform User (as Standard User does not appear as an option).
Any ideas how I can diagnose and fix this?
Steps were slightly different than those Nagendra recommended:
1. Create a new Dev org.
2. Start to create a new "Reassign_accounts" flow. It is enough to add just one minimalistically populated screen.
3. Create a new Eclipse/ForceIDE project for the new org, including metadata for Flows, Pages, and Tabs.
4. Download the metadata from the new org.
5. In a separate project, download similar data for the old org.
6. Overwrite the new Reassign_accounts flow in the new org with the old reassign_accounts from the old org.
7. Copy the Reassign_Account_Ownership VF page from the old org to the new org.
8. Copy the Reassign_Accounts tab from the old org to the new org.
9. Force the source of the new project to save to the server. Disregard comments about the local being dirty and invitations to sync.
10. Activate the flow on the new Dev org.
11. Use Profile Permissions to reveal the new tab for the System Admin and any other profiles (if desired, not necessary to pass).
12. Create the users. Renee is as described in the module, but Madison is a Standard Platform User.
13. Verify against the new org.
Note: By default your new tab will be hidden for all profiles including the System Admin. Revealing it requires additional steps.

May I suggest you to please check with below steps once which should probably resolve the issue.
- Create an unmanaged package, add the flow, and upload
- Signup for a new developer org
- Install the unmanaged package
- Activate the flow
- Recreate the VF page, VF tab and add the two users in the new dev org.
- Run the verification against the new org - it should pass.
