What do you mean by new environment, do you mean new developer instance or production environment.

you can sign up to new environment by going to this site: https://developer.salesforce.com/signup
for purchasing licsence to production environment you should contact sales exec from salesforce
if you want to create new sanboxes from production should type sandbox in quick find box in setting page and from that page it is almost self explainary
