Login is as user doesn't provide identical experience with flow.

My user reports he has one result when running a flow.
When I, as the admin, login as him using the login button on his profile, I get a different result.

Is this possible? What are the limitations of login as user?

Hi Jessie,

I guess that's because of the profile associated with your user account. As an admin, you will see all the records irrespective the sharing setting. You can check the object level sharing setting in your organization.
From Setup, enter Sharing Settings in the Quick Find box, then select Sharing Settings.

Click Edit in the Organization-Wide Defaults area.
  • For each object, select the default access you want to use.
  • If it's private then you will see only records where you are the owner or you get those records shared with you.

Hope this helps.

Thanks,
Nagendra.
