This feature is not available for general use...you have to contact salesforce.com....

Radian6 is not available to developer for
Marketing Cloud currently consists of
Listen with radian6
Publish with buddy media
Advertise with social.com

btw: if we were to give access to developer edition customers, what would we need to give access to make it usable without production sized data? customization..
