Trying to complete the 1st hands on challenge to download an app or package. I received an error bc someone else in my org already dwnlded the app. Do I have to wait for that person to uninstall it before I can complete the challenge?

You can create a new trailhead playground. Assuming this is indeed for a trailhead challenge -- also wondering why other people are installing apps in your developer org :/
