Security Specialist Superbadge Challenge 1

I'm assigning user licenses to the people in my org. Out of the four users I need to setup, I've assigned one license (Tallah Charles) and when I try to assign the second license (Samantha Cordero) SF says "License Limit Exceeded. All of your user licenses are currently in use by active users." I've deactivated as many as I can and I still cannot active the required users. I know the answer to this will be embarassingly simple, but does anyone have any recommendations?

I installed the package for this superbadge, but I only  have 2 salesforce licenses.  Since I am the system administrator, I only have one license to assign.  I am not sure what I am doing wrong here, but by my accounts, i would need an additional 3 licenses to complete this challenge.  I checked the above links, but they did not answer my question.  Can somebody please help me out?

I think found out what I need to do.  In the instructions it states the following

Is this how we test all of our profiles within the security superbadge?  Please confirm.

Hi @frankie did you end up figuring this out? I don't get how to do this either. I cannot create multiple users so I cannot complete the challenge...
