Notification in inbound change sets

Is there a way to send an email notification that there is an inbound change set added to the environment?  We have several developer sandboxes for each department.  Each department is responsible for testing and deploying to a staging sandbox to test against in environment with other department's workflows and code.  After testing in staging, the code can be deployed into production.  We would like a notification to be sent whenever a department deploys into staging.

This feature is still not available. You can post this idea and ask folks to vote this. This way Salesforce will know about it and as per their priority, they will implement this in one of their release.

Thank you.  I have upvoted that idea.  As a side question, we can probably utilize the normal Sandbox Change Set email.  This is the email that tells you that the change set has been uploaded.  If we can customize the To: field of that template, we may be in a better place.  Do you know if that is possible?
