INSUFFICIENT_ACCESS when i tried to get a user's messages

when i tried to request this using my app,
 'https://na35.salesforce.com/services/data/v40.0/chatter/messages/00541000001VKu9AAG'
i got this error
[{u'errorCode': u'INSUFFICIENT_ACCESS', u'message': u'You do not have permission to execute that operation.'}]
could you guys help me out for solve this?

I think you have no permission to execute this operation. Check your profile is "Chatter Free User". If your profile is not "Chatter Free User", then change it or contact your administrator.
