how to create user with System Administrator profile

I am new to salesforce.  Trying to create a new user with System Administrator profile but not getting the options in the drop down list.

1.chnage any one of the user 's user licensce to licensce which is other than salesforce.
say if you have user 1-salesforce -profile is system administrator
                       user 2-salesforce -profile is standard user or any other salesforce user license.

chnage user 2 to system administrator profile 
or
deactivate the user which you dont need then chexk the license information in sytem overview

Hi Anjali,

Which edition are you using?
I think you have used all the licences. To check this please follow below steps:
  1. Setup -> in quick search box type Company Information click on it
  2. go down for "User Licenses" section and search salesforce.
You can see here how many remaining licences you have.

Setup>>System Overview>>SALESFORCE
Should display a little meter of your % of used licenses to owned licenses.
You can also view this information under:
Setup>>Company Profile>>Company Information

1.if you are using developer edition you will have 2 salesforce licenses.
2.if you have used all the licenses then freeze the user or change the profile for existing users ..then again check for salesforce licenses
(Setup>>System Overview>>SALESFORCE).
if licenses are available then choose user license as salesforce and profile to be as system administrator.

Currently I am just experimenting and yes I have consumed the 2 licenses that I had. What to do next??

You can either change the user profile or just inactive them.

Hi guys, is it just me or is there an issue with Trailblazer? I can do some of the trails but restricted because I am unable to reset my password. This is whgre I am getting stuck... I feel a little silly asking suck a basic question but I cant get through anything without it... pretty important.
 
In your playground, click and select Setup.
Enter Users in the Quick Find box, then select Users.
Check the box next to your name. Take note of your username.
Click Reset Password(s) and then click OK. This step sends an email to the address associated with your username. If you don’t see the email, check your spam folder.
Click the link in the email.
Enter a new password and confirm it

Doesnt load up with any names, checkboxes etc. Completely blank. This is for anything under 'Setup' - I have attached a JPEG just in case you were wondering what it looks like.
