Unlock on Salesforce Knowledge Object

I have an approval process for Salesforce Articles. Once the author submits the article for approval, the approver has both "EDIT" and "Unlock record" buttons visible on the page layout.

When the approver clicks "Unlock Record", he/she gets "Insufficient privileges".

Is there a way to giver permissions to Unlock or remove this button from the Article page Layout

The unlock button only appears if the record is locked by entering the approval process or if the final approval/rejection actions are configured to lock the record. 
You don't do one of these, the button won't appear.

Currently, only the administrator can unlock or edit a locked/approved record
