Refer Jquery in static Resource

Hi I have the below code, I want to refer it in static resource , Can some one guide the steps?

Do I open the code copy in a document and refer that document?

        <apex:includescript value="//cdn.datatables.net/1.10.4/js/jquery.dataTables.min.js" />
        <apex:stylesheet value="//cdn.datatables.net/1.10.4/css/jquery.dataTables.css" />

you can download these 3 files and upload as static resource and use it in vf page
go to below links
http://code.jquery.com/jquery-1.11.1.min.js
http://cdn.datatables.net/1.10.4/js/jquery.dataTables.min.js
http://cdn.datatables.net/1.10.4/css/jquery.dataTables.css

Right click on screen and select Save page as or Press ctr + s and save js/css files in your system.
after save ,upload these file as static resource and use it.

Thanks for replying, Do I save it with any specific name? and while referring them on the page , How do I refer ? I think Resouce is uesed?

save with any name that you want and refer it on vf page by $Resources globel variable

I did all the steps,  It seems to be working.However, I lost the formatting of the page
