As me my knowledge its possible this way. Try this. Raise a case with Salesforce dev team , with Severity and Issue description. Based on the SLA they will contact you via telephone or email and investigate the same . To chat with the dev agent , agent need to initiate a Go to meeting session and in that you may be able to chat with him.
