How to add Global Action to Lightning Componet

Hi,

Can we add Global Actions to Lightning Component? I have found the below URL, which is saying it is not possible.'

yes It would be really useful if we have another option of directly adding 'Lightning component' as Global action.
but it's still NOT available in winter 17.
